The Development Services Department promotes balanced and creative land use planning, building safety, affordable housing, structuring public/private real estate joint ventures, economic development and smart growth by maintaining a strong business climate throughout the city, fostering a healthy and sustainable economy, and planning responsibly based on the community for the needs of the City of Manteca. Reviewing development proposals prior to allowing construction is a key component of the City’s General Plan implementation strategy. New development must conform to goals and standards for housing, economic development, and environmental protection.
